The Bank of England is controlled by the level of interest rates it sets via the manipulation of short term interest rates. This is controlled by the Monetary Policy Committee (MPC). If the MPC think that the demand is set to rise too fast, then they will increase the interest rate, but if they think demand is growing at a slow rate, or maybe even possibly falling, they will then reduce the interest rate. This is known as the transmission mechanism. The MPC is made up of nine members. Five of them are from within the Bank of England and include the Governor and two Deputy Governors, the other four are called external members and are appointed by the Chancellor. At each monthly meeting the members vote on what they believe should happen to the interest rates. If the vote is equal, then the Governor of the Bank of England has the casting vote. Political Parties Essay

Political parties are an essential component within a democratic society. By competing in elections and encouraging citizens with certain different views of society, parties also offer citizens a wide variety of choices in governmental representation, opportunities for political contribution, and chances to form their country’s future. Although political parties play such an influential role on a country, often the concerns of the people fall on deaf ears, breaking down the trust that the public had within the parties. When public assurance in political parties is diminished, the whole democratic system falls victim to it. In all democratic systems, the party system must be deeply and strongly rooted in the make up of society. Political parties are the main framework of any democratic society. They are the means by which the public come together freely to drive for the presidency, express their ideas, and define their ambitions for their civilization. There may be political parties without democracy being apparent, but there can be no democracy without political parties. Parties in many countries, including our own South African parties, may be faulty, but they are also crucial in democratic authority. When political parties function effectively, they succeed in developing a few common ideas between a large group of people, and in doing this, they place pressure on the ruling party. Thus, they help put citizens’ small concerns into a national context. Citizens may be separated over leaders, or policies but political parties can organize these differences by compromising certain things and helping societies to unite. In addition, political parties train and nominate political leaders who will accept a role in ruling society. Through their efforts to control and influence public policy, political parties play an in-between role, connecting the organisations of government to economic, ethnic, cultural, religious and other general groups. They can convey support behind law, improving the public wellbeing, and develop citizens’ interests. Their participation in elections allows citizens to hold them responsible for their policies and actions. In multi-party systems, and based on the countries they represent, political parties often express contradictory views on public plans. These just differences of ideas are not only an important part of the democratic course, but the exchanges they generate can also help to create a better understanding of the issues and possible solutions, possibly leading to new insights. Further, when parties in competition present themselves as an alternative, all parties always try to obtain the best plan in public interest, therefore the winner in the end is society.

Cabbage grows best in cool weather, but certain cultivars are also adapted for the warmer months. In the cooler areas of the country, where frost usually occurs early or late in the season, Glory of Enkhuizen, Kiaps Spits, Green Coronet and Gloria can be planted from January to March, and Green Star and Bonanza, from August to January. In the warmer areas of the country, where little to no frost occurs, Glory of Enkhuizen, Kiaps Spits, Green Coronet and Gloria can be planted from March to May, and Green Star and Bonanza, from January to December. Cabbage grows best when plantlets are grown and then planted out. You can grow your own plants or buy them from a nursery. Remember that cabbage plantlets cannot be planted out before the age of five to six weeks. If you want to plant out at the beginning of February, for instance, you must already sow the seed in the middle of December. Cabbage will grow well on most well drained soil types. That means that water must not lay on the ground surface too long after the plants have been watered. Where this is the case, compost must be dug into the soil. Shallow soils on a hard rocky, clayey or lime layer, must be avoided. Cabbage takes up many plant nutrients from the soil. We put plant nutrients into the soil by digging compost and fertiliser into it. A great deal of organic plant food such as compost and manure is necessary for the plant. When the bed is dug over, 4 kg of compost or manure per square meter (m2) of ground can be dug into the soil. By the way, 1 m2 equals the size of a square meter, the sides of which consist of spades. Compost and manure do not, however, provide the cabbage plant with enough plant nutrients. It also requires nitrogen (N), phosphorus (P) and potassium (K). It is most important first to analyses the soil to determine its nutrient content. Remember: an excessive amount of nutrients will burn the plants and a too small amount will result in poor growth. If a soil analysis has not yet been done, the following quantities of fertiliser may be applied: At planting: 75 g of 2:3:2 (30) per m2. These plant nutrients are a mixture of nitrogen, phosphorus and potassium. This means that three plant nutrients are given to the plant simultaneously. These nutrients must be dug into the soil well, before planting. Four weeks after planting: 25 g of ammonium sulphate per m2, or 20 g of limestone ammonium nitrate (LAN) per m2. As soon as the plants begin to form heads, the following can be applied: 25 g of ammonium sulphate per m2, or 20 g of limestone ammonium nitrate (LAN) per m2. Take care not to let the plant nutrients touch the plants as this can burn the stems. Water the plants as soon as possible after having fertilized them, so that the nutrients can dissolve and be washed into the soil. Before the plantlets are planted, the soil must be dug over, clods, stones and weeds must be removed, and the soil must be leveled. The cabbage plantlets are planted in rows. In-row spacing must be approximately 40 cm and between-row spacing must be 60 cm. The soil in which the plants were grown must be moist when the plants are taken out to be replanted. They must be lifted carefully out of the ground so that the roots are not damaged. Choose short, sturdy, healthy plants to plant out. After they have been taken out, they must be covered with a moist cloth or hessian until they are planted. They must preferably be planted on cool, cloudy days or late in the afternoon. The plantlets must be planted in moist soil which is then firmly pressed down around the plant. After the plantlets have been planted, they must be watered as soon as possible. A mulch of grass clippings, dry leaves or straw between the plants prevents evaporation of soil moisture and also suppresses weed growth. If the soil is allowed to become too dry, and it is then watered, it may happen that the cabbage heads burst open. In cool weather, cabbage can be watered once a week; in very hot weather, two to three times a week. Cabbage can be harvested as soon as well-developed hard heads have formed. There are at least four kinds of insects that damage cabbages during the growing season. They are: * the American bollworm, * aphids, * the diamondback moth, and * The barged bug. The American bollworm and the diamondback moth eat holes in the cabbage leaves. Aphids suck out the sap of the plant and the leaves turn yellow and become misshapen. The barged bug also eats the leaves and causes great damage. Land preparation Prior to planting, the soil needs to be prepared, usually by some form of tillage or chemical â€Å"burn-down† to kill the weeds in the seedbed that would crowd out the crop or compete with it for water and nutrients. Tillage methods can be divided into three major categories, depending on the amount of crop residue they leave on the surface. Residue slows the flow of run off that can displace and carry away soil particles. * Conventional tillage – Until the last decade or so the standard tillage practice for corn was use of the moldboard plow for primary tillage followed by several secondary tillage’s and mechanical cultivation after the crop was up. * Reduced tillage is usually done with a chisel plow and leaves 15% to 30% residue coverage on the soil. * Conservation tillage leaves at least 30% residue coverage on the soil. Conservation tillage methods include no-till, where no tillage is done at all and seeds are placed directly into the previous seasonâ€℠¢s crop residue; strip-till, in which only the narrow strip of land needed for the crop row is tilled; ridge till; and mulch till. Soils — Cabbage grows well on a wide variety of soils, but a well-drained sandy loam with high organic matter content is preferred. Avoid soils that dry rapidly. Herbicides are used in all these methods to kill weeds. A common myth is that more herbicide is used with conservation tillage methods, but in fact farmers rely on herbicides for weed control under all tillage systems, and the amount used is more or less independent of tillage method. Impacts of soil erosion Soil erosion has both on-farm impacts (reduction in yield and farm income) and off-farm impacts (contaminated water due to the sediment and associated contamination from nutrients and pesticides carried on the soil particle). On-farm impacts due to the loss of soil and nutrients include: * lower fertility levels * development of rills and gullies in the field * poorer crop yields * less water infiltration into the soil When fertile topsoil is lost, nutrients and organic matter needed by crops often are removed along with it. Erosion tends to remove the less dense soil constituents such as organic matter, clays, and silts, which are often the most fertile part of the soil. Soil preparation All brassica crops grow best in partial shade, in firm, fertile, free-draining soil. * Start digging over your soil in autumn, removing any stones you find and working in plenty of well-rotted manure or compost. * Tread on the soil to remove any air pockets and make the surface very firm. * Brassicas will fail if the soil is too acidic so add lime to the soil if necessary, aiming for a pH of 6.5-7.5. Irrigation Due to their large leaf area, cabbage requires at least a 25 cm (1 inch) of water per week to sustain good growth. Excessive watering late in the season can cause head-splitting. Uneven soil moisture can cause fluctuations in the uptake of nutrients and lead to tip burn or head-splitting. Soil should be kept at 60 to 70 percent field capacity to ensure good yields and head quality. The fact that cabbage is a cool season crop indicates that it responds favorably to lower temperatures with adequate amounts of rainfall. Cabbage also requires well-drained soil. Soil that is not well-drained should either have drainage tiles installed or have some organic matter added to it to improve soil aeration. Seeding Direct-seeded cabbage is usually planted in early to mid-May. Direct-seeded cabbages are planted 5 to 8 cm (2 to 3 inches) apart (1.1 kg/ha or 1 lbs. /ac) and thinned later. The following are seeding rates for transplanted cabbage: Early: * in-row spacing – 25 to 46 cm apart (10 to 18 inches) apart * between-row spacing – 0.76 m (2.5 feet) apart Mid-season: * in-row spacing – 30 to 46 cm (12 to 18 inches) apart * between-row spacing – 0.7 to 0.9 m (2  ½ to 3 feet) apart Late-season: * in-row spacing – 46 to 61 cm (18 to 24 inches) apart * between-row spacing – 0.7 to 0.9 m (2  ½ to 3 feet) apart Row spacing will be dependent on your tillage, planting and harvesting equipment. Many cabbage growers in Saskatchewan use transplants to reduce seed costs, accelerate crop development, increase yields, overcome problems with cruciferous flea beetles destroying emerging seedlings, eliminate costs associated with thinning the direct-seeded crop and avoid soil crusting problems in clay soils. In warm, dry springs flea beetle populations are high enough that flea beetles are already present on the crop as it emerges. Damage at emergence injures the growing tip, causing bolting, misshapen heads or death. Growers who transplant have the option of planting and then following behind with an insecticide treatment to kill the flea beetles before any damage can occur. The same can and is done for direct-seeded cabbage, but the grower must be more vigilant and closely watch for seedling emergence. They can then make a pass with an insecticide. A seed row treatment, such as Di-Syston 15 G, can be applied during planting to control cruciferous flea beetles. Seed Treatment Seed costs for cabbage have increased over the last 10 years, primarily because of the shift to hybrid types. Due to the seed’s higher value, it is best to treat it with a fungicide, such as Thiram 75WP, to prevent seedling blight, damping off and seed decay. Hot water treatment of the seed is effective against alter aria, black rot and blackleg. This treatment can be specially done by your seed company, but must be done prior to seed coating. How to sow seeds Nearly all brassicas should be planted in a seedbed or in modules under glass and then transferred. Seeds should be sown thinly, as this reduces the amount of future thinning necessary and potential risk from pests. * Sow seeds 1.25cm (1/2in) deep and rows should be spaced 15cm (6in) apart. * Once the seeds have germinated, thin the seedlings to 7.5cm (3in) between each plant. * Cabbage and broccoli seedlings are ready for transplanting when they’re between 6 and 8cm high (2.5-3in). Brussels sprouts and kale should be 15cm (6in).Water the day before moving, and keep well watered until established. * Space the plants according to the instructions on the seed packet. It can vary from 30cm for small cabbages to 75cm for Brussels sprouts. Aftercare * Brassicas are affected by a wide range of pests and diseases, especially the fungal disease, club root. The roots become stubby and swollen and can develop wet rot, while leaves become yellow and wilt, causing severe stunting of growth. Remove any infected plants from the ground and destroy. * Make sure the soil is adequately limed and well drained, and do not plant cabbages in the same place the following year. * Rotate your crops annually to avoid disease. Don’t grow brassicas on the same plot more often than one year in three, as moving the crop helps avoid the buildup of soil pests and diseases. * Brassicas are a particular favorite of birds so use a deterrent to stop them picking off seedlings. CDs on string can be effective. They’re also susceptible to attack by the caterpillars of the cabbage white butterfly. Try covering crops with a crop protection mesh. It keeps the butterflies out, so they can’t lay their eggs on the plants. Pest Problems Diseases * Club root – (Plasmodiophora brassicae) is a soil borne disease that is more active in soils that are slightly acidic. Saskatchewan’s alkaline soils are a deterrent to this pest. Wart-like growths or knots form on the base of the plant, restricting water and nutrient uptake. Control measures include using clean transplants, maintaining soil pH above 7.3, disinfecting all tillage equipment, increasing years between cruciferous crops and keeping cruciferous weeds under control. The field can be fumigated; however this is costly. * Blackleg – (Phoma lingam) this fungal disease is active at low temperatures. Symptoms include seedling death, or bluish growth on the stems of older plants near the base. Upon germination, infected seedlings are covered by lesions that can be spread to adjacent plants by rainfall or irrigation. Blackleg can be controlled with the hot water treatment (see Black rot). Eradicate cruciferous weeds and have at least a three-year crop rotation with other cruciferous crops. * Downy Mildew – (Peronospora parasitica) is a fungus that over-winters in perennial plants and infected plant debris. Symptoms include a tan paper-like appearance that continues to develop into larger, sunken areas on the head. Control measures include a three-year crop rotation with non-cruciferous crops and preventative applications of Bravo 500, Clean Crop Copper 53W or Zinc b 80W. Insects * Cruciferous flea beetle – (Phyllotreta cruciferae) is the most serious insect pest facing Saskatchewan cabbage producers. These small black beetles attack cabbages throughout the growing season. They are especially dangerous in the spring when seedlings are emerging. The large acreage of canola in Saskatchewan ensures that there will always be a sizeable population of flea beetles in the province. Flea beetles feeding on emerging cabbage crops cause seedling death, uneven growth and maturity. Flea beetles have one generation per year, but the adults appear twice, once early in the spring and again later in the fall. * Control measures include crop rotations of more than three years with non-cruciferous crops, eliminating cruciferous weeds and not planting near fields that have cruciferous crops. Flea beetles can be controlled chemically by using foliar applied Ambush, Di-Syston, Endosulfan, Matador, Pounce, Ripcord, Sevin, Thiodan or Thionex. Cabbage maggot larva * Cabbage Maggot- (Delia radicum) is an underground pest that feeds on the roots of the host plants. The survival rate of the eggs is highest when the weather is cool and moist, much like spring conditions. Cabbage maggots can severely stunt growth or kill seedlings, and can lower quality and reduce yields of more mature plants. The maggot is the larval stage of the cabbage maggot fly, which looks much like a common housefly. The lifecycle has two generations per season. Control measures include a crop rotation of three or more years away from cruciferous crops and eradication of cruciferous weeds. The main chemical control for cabbage maggots is an insecticide drench placed near the seed at planting. Control products include foliar applied Lorsban, Pyrinex, or Sniper. Imported Cabbage worm larvae * Imported Cabbage Worm and Cabbage Looper – (Pieris rapae) and (Tricoplusia Ni) are also referred to as the cabbage butterfly. Imported cabbage worm larvae, which are light green in the larval stage, are incredibly destructive. They chew large holes in the leaves and head of cabbages. Their waste products also contaminate the head. Control measures include a crop rotation of three or more years away from cruciferous crops and eradication of cruciferous weeds. Lift and separate seedlings and replant them into individual containers such as peat pots, plastic kalpaks (saved from previously purchased transplants; be sure to wash them), peat pellets, or other small containers. Use a commercial soilless potting mix or prepare your own. Be sure the plants harden off; that is, gradually get used to unsheltered life outdoors. During their last week indoors, withhold fertilizer and water less often. 7 to 10 days before transplanting, set the seedlings outdoors in dappled shade that is protected from winds for a few hours each day, gradually increasing their exposure to full sun and windy conditions. Keep the soil moist at all times during the hardening-off period. Dry air and spring breezes can result in rapid transpiration. If possible, transplant on overcast days or in the early morning. Set transplants into loose, well-aerated soil that will capture and retain moisture, drain well, and allow easy penetration by seedling roots. See when soil is ready for planting. Soak the soil around new seedlings immediately after transplanting. Spread mulch to reduce soil-moisture loss. To ensure that phosphorus—which promotes strong root development—is available in the root zone of new transplants, mix two tablespoons of a 15-30-15 starter fertilizer into a gallon of water (one tablespoon for vining crops such as melons and cucumbers), and give each seedling a cup of the solution after transplanting. After viewing both Bille August and Glenn Jordans interpretation of the book, I believe Augusts presentation of Jean Valjean is by far more believable as a human being. In Glenn Jordans film, Jean Valjean is played by Richard Jordan, who seems too young an actor to master the intricate details of Valjeans personality and psyche. As the film progresses, Jordans acting becomes increasingly tedious and awkward and he makes no effort to add depth to his portrayal of Valjean as the character ages. His actions seem calculated and cold, as if he is merely reciting his lines instead of playing the part; the emotions he speaks of never truly reach his eyes. Jordan simply goes through the motions and as a result, makes Valjean seem detached and uninteresting when the exact opposite is true. On the other hand, Bille Augusts film stars Liam Neeson as the good-hearted Frenchman who spends his life making up for his past mistakes. Neeson has the ability to completely immerse himself in a role, which is exactly what he does in this film. The most lethal and most enigmatic use of technology or biological weaponries is considered to be the use of Zyklon B and other gases in concentration camps of Auschwitz by Germans during the World War II. Zyklon B is actually the German name for a gas called Cyclone B which is a cyanide based pesticide. The Nazi Germans used this gas to kill Jews in the concentration camps of Auschwitz during the holocaust which took 6 million lives of German, Polish and Russian Jews. The chambers in which the Jews were held to be killed by the insertion of Zyklon gas were of two, i.e. the first type of chambers was used for delousing clothes and the other one was utilized for killing Jews on a large scale. The later chambers were also called extermination chambers. Zyklon B is prepared from the extraction of hydrogen cyanide which is also called prussic acid. Before the usage of Zyklon B by Germans, it was used for fumigation purposes in farms where vegetables, fruits and grains are cultivated. Zyklon B is an effective pesticide, which is considered to be carry9ing clouds of Hydrocyanic Acid within each granule1. Germans used Zyklon B in a pallet or diskette form which was thrown into the sealed chambers where hundreds of human beings were held to kill at a time. The pallets were inserted into the room from small windows after which the windows were sealed and a team of physicians used to wait outside the chambers for 20 minutes, in order to ensure that every living organism inside the room is dead. While describing the gassing of Jews from Zyklon B, Hans Stark, the then leader of Western Infantry of German Army, described that when Zyklon B granules were poured into a gas chamber where around 225 Jews were held, the prisoners first started to cry out loud from the fear of death. After 20 to 25 minutes, the voices inside the gas chamber were vanished; this was a hint t hat every living organism inside the chamber is dead2. Beside Zyklon B, other gases were also utilized by Germans to kill their enemies. When the Great War broke up, poison gases were use as an alternative to machine guns and tanks. It is estimated that the largest number of fatalities took place during the World War II were caused by poison gases such as Phosgene and Chlorine. The first world in particular, has been popular as â€Å"The Chemists’ War†. Germans were of the view that gases and chemicals are a better weapon as compare to guns, crafts and tanks, as they kill those enemies as well who are hiding in corners and hinges. Although the process of killing a human being with the help of gases was slow but Germans were persistent that these gases will give more pain to human and will cause psychological defeat to the enemies’ camps. My favorite classroom activity was when we got into small groups and prepared for a teaching to the class. My group had to present the essay by Carol Tavris, In Groups We Shrink From Loner's Heroics. It was a lot of fun preparing this lesson. We made a PowerPoint presentation and held an interesting discussion. As the class as a whole we had many discussions and got into some in depth thinking. Development of Writing Skills: When I was in high school I had a wonderful English teacher for my Junior year. She helped get my grammar into order and explore more of my writing. She was definitely a lot of help to me but I feel that my writing actually started when I was in fifth grade. I had many difficulties with my writing and my teacher really took notice to it. She helped me so much that year with her different techniques. At the end of the year she gave me a journal and wanted me to write all summer in order to practice my writing. I had a lot of fun with that journal and feel that it did a lot to help me. When I first started here at NAU I was a little scared because it seemed my writing was slipping a bit. I was getting frustrated that I was getting anything out right. After the first couple of weeks I had more confidence in my writing and learned to review it more. This class has helped so much with the important process of review and why it is so important. Legalize Drugs :: essays research papers

The question of whether to legalize drugs or not is a very controversial and important issue. Drugs affect so many areas of society. "The U.S. population has an extremely high rate of alcohol and drug abuse" (Grolier). Several groups have formed and spoken out regarding their position. "Speaking Out Against Drug Legalization is the first step in helping to deliver the credible, consistent message about the risks and costs of the legalization of drugs to people in terms that make sense to them. The anti-legalization message is effective when communicated by representatives of the Federal Government, but takes on even more credibility when it comes from those in the community who can put the legalization debate in local perspective" (Internet). After learning about the issues regarding both sides of the argument, I would choose to support those who oppose legalization of any drugs. Drugs simply create problems which effect society in several ways. The government has made several efforts to control drugs and their users, however, to most the problem appears too out of hand. "Others see potential profit in legalizing drugs and still others simply believe that individual rights to take drugs should be protected. The group also acknowledged that the legalization concept appeals to people who are looking for simple solutions to the devastating problem of drug abuse" (Internet). Society’s answer to the problem is to trick the drug user by giving him what he wants. People believe that making drugs legal will take away the temptation to use them. This idea is wrong and far from logical. If drugs are legalized then they will be more accessible to the young, addicted, and ignorant. "As a result the ready availability of addicting drugs, and as a result of their heavy use for medical problems, many individuals became addicted to the narcotics contained in these potent medicines. In fact, in 1900, there were more narcotics addicts, proportionate to the population, than there are today. At that time, most of the users who became addicts were medical addicts. Very few abusers took drugs for "recreational" purposes. In 1914, in an effort to curb the indiscriminate use of narcotics, the federal government passed the Harrison Act, making it illegal to obtain a narcotic drug without a prescription. During the 1920’s the Supreme Court ruled that maintaining addicts on narcotic drugs, even by prescription, was in violation of the Harrison Act.

The client preferred a single stage selective tendering approach and we are now going to enter the bid. 2. 2 Objectives (i) Understand the procurement strategy adopted (it) Understand the form of contract adopted (iii) Understand how the Client will appoint our company (iv)Understand how our company will appoint a subcontractor (v) Identify differences in tendering procedures 2. 4 Procurement Strategy Figure 1 Orga nizational structure ofa traditional strategy (RICS, 2013) Based on the above scenario, we assumed the project adopting the traditional rocurement.Traditional procurement is most commonly used approach in the construction industry. It's standard practice in the industry since 19th century. (RICS, 2013) Therefore, roles and responsibilities of contractors and different project consultants are well understood. In traditional procurement, design process is kept separate from the construction process. (RICS, 2013) The design have to be completed first and full documentation including drawings, specifications are needed before tendering process. In view of the client, he can remain his control over the design and ensuring quality.A contract dministrator will also appointed to monitor the projects, usually the architect or the engineer. In view of cost and contracts, all returned tenders are based on same intormation, the tender prices can be easily analyzed, and no need tor the Contracto r to build in a risk premium in the tender sum. If the designed is fully completed, construction costs can be determined with reasonable certainty given that there are no changes in the construction stage. OCT, 2008) However, this procurement method may take longer time because the scheme has to be more or less fully designed before seeking tenderers.Also, fragmented design nd construction process can leads to disputes between the Contractors and the designers, rather than single responsibility in â€Å"design-and-build† method. (RICS, 2013) 2. 5 Contract Choice Since the client has adopted traditional approach, â€Å"Hong Kong Standard Form of Building Contract Private Edition-With Quantities 2005 Edition† (HKSFBC05) has been chosen by the client to use in this tender. This contract is commonly used in private developments in Hong Kong. (KPK, 2010) It is a lump sum contract in which payment will be made at monthly interval.It's suitable for adopt in medium-large size building orks designed by the Employer, or someone on behalf of the Employer. Drawings and bills of quantities have to provide by the Employer to define the quantity and quality of the work for Contract to price for it. OCT, 2008) The HKSFBC05 contains detailed conditions which regulates the rights and obligations of the Employer and Contractor. Moreover, under Article 3&4 of the HKSFBC05, an Architect and a Quantity Surveyor have to be named to administer the contract conditions, their power and duties are also described in the Contract.The Architect will be the contract administrator whereas the quantity surveyor will assist im to prepare valuations for interim payments and variations, calculating liquidated damages (LD) and prepare final account, etc. Generally, the price is bases on lump sums and payment to be made in monthly interval. OCT, 2008) 3 Tendering Procedures 3. 1 Definition Tendering is the process by which bids are invited from interested contractors to carry out spe cific packages of construction work. The process aims to ensure achieving of true competition.Procurement strategy and forms of contract should have decided and confirmed in precedence to execute the tendering process. 3. 2 Main-contract The whole tendering procedures for main contract can be divided at 3 sections as follows:- 3. 2. 1 Establishment of Tender List At the very beginning of the process, the client should have compile a tenderer list, in order to ensure every contractor chosen to tender will be able to meet specified eligibility, if they are appointed. To form the tenderer list, pre-qualification mechanism may adopted.Interested contractors should prove that they meet minimum standards in certain criteria like financial conditions, project experience, protessional competence, etc during pre-qualitlcation. Sometimes, the consultant quantity surveyors will also give advice to prepare a potential tenderer list, depends on the clients need. Generally, 4 to 8 tenders is enou gh, depends on value and nature of the work. Once the tenderers list is compiled, preliminary enquiry should be made to those contractors on list, asking those potential contractors whether they are interested to bid the project before formal invitation.The outcome of the tender would be more satisfactory if the Contractor can decline at the earlier stage, and saving excessive papers for tender documents. 3. 2. 2 Tender Invitation and Submission During the compilation of the tenderers list, the consultant quantity surveyors should prepare the tender documents concurrently. So, as soon as the tender documents ready to be issue out (i. e. bill of quantities, drawings, specifications and client's specific requirements), the tender will be issue to the tenderers with the invitation.The good practice in the industry for the tendering period would be a minimum of 28 days in private sectors. This is a suggested fgure for traditional contract with no design responsibility from the contracto rs. For easier to analyze the capability of each contractor, usually the Employer will ask he tenderers to submit their own qualifications such as preliminary programme for the work, organization chart, etc. Details of those documents should be listed in the form of tender and also in the â€Å"Invitation to Tender† 3. 2. 3 Tender Assessment and Award All tenders should have received on the tender submission date.Sometimes the Employer maybe request the tenderers to submit non-price material such as Job reference, organization chart, financial statement, etc. These materials should be evaluated independently of the examination of the priced documents. OCT, 2012) To xamine the tenders efficiently, an assessment criteria should have established by the Employer. Price-oriented or quality-oriented? The answer should affect the examination process of tenders. For the priced documents (i. e. bill of quantities or schedule of rates), it should be checked to detect any arithmetical e rrors.Professional practice is that the tendered prices should never be altered without Justification. If there are any errors or discrepancies between BQ pages and the tender sum wrote in the form of the tender. There are procedures set out to deal with the above situation. Details of the errors should be given to the tenderers. If the said errors are rather minor in the contract sum, the tenderers may confirm the errors and abide his tender. Or the tenderers can withdraw his tender if he thinks the errors are unaffordable. However, it's depend on the tenderer's commercial decision.Under this procedure, correction of the overall tender price is not permitted. OCT, 2012) It the tenderer decided to stand by his submitted tender and confirmation nas been reached with the Employer, the gross amount of errors should be converted into a discount factor, usually express in percentage of the corrected tender sum. In Hong Kong projects, this factor is usually endorsed together in the letter of intent or letter to acceptance to the Main contractor. Then the factor will be applied to the variation account where related to the BQ or SOR, except those preliminaries, prime cost rates, provisional sums. WSCC, 2010) After checking errors, if there are any changes affecting prices or design, tender queries should be issued to all tenderers and carry out a second tender exercise. All replied tender queries should bind into the contract document as contract correspondences and forming part of contract, especially those with cost mplications. Upon completion of evaluation of returned tenders and tender queries, the consultant quantity surveyor should prepare a tender report and recommend the tenderer which he preferred.Then, the letter of intent or letter of acceptance should be sent out to complete the whole awarding process. 3. 3 Sub-contract The whole tendering procedures for sub contract can be divided at 3 sections as follows:- 3. 3. 1 Selection for a Specific Project When the contract was awarded to the Main Contractor as described above, the Main Contractor takes up total responsibility for the contract work. He cannot complete the hole work using only his own labour and worker. Sub-contractors is therefore needed, especially for E;M services, which require specialist sub-contractors.Each structured main contractor should have his own domestic sub-contractors (DSC) list, the criteria for being qualified into the list depends on different main contractors. Common criteria includes work quality, safety and health record, financial conditions, insurance cover, etc. (CIB, 1997) To appoint sub-contractors for specific project, a preliminary tenderer list should be prepared by drawing up suitable sub-contractors in the company approved list. Confirmations should be seek from potential tenderers if they are interested to tender.Numbers of tenders in the list should between four and six, for â€Å"construct only' sub-contract. (CIB, 1997) Same as appointin g main-contractor, upon complication of tender list, preliminary enquiry should be made with sufficient project details given to the proposed tenderers. Information including conditions of contracts, payment terms, amounts of retention, commencement date and completion date of main contract, etc. Clearly state all necessary information helps to reduce disputes between the main contractor and sub-contractors. CIB, 1997) 3. 3. Tender Invitation and Submission As a formal and good practice, a tender documents for acquiring prices is recommended. By using formal tender documents, offers from different sub- contractors are more easily to be analysed. In contrast, some main contractors may preterred simpler procedures such as asking sub-contractors to submit quotation themselves based on information received. However, in this report, formal tendering procedure are referred. For content of the tender documents, it's basically the same with those described above in the Main contract section .The tenders are to be sent out with the nvitations and date for submission of tenders should have stated in the invitations. The time for tendering should be 6 weeks for â€Å"construct only' tenders. In case of any queries, the tenderers should submit in writing to request for clarifications from the main contractors. (CIB, 1997) Method statements may be requested to submit from the tenderers to better assess their capability for the work and cost incurred by the main contractor for providing temporary working platform and storage space, etc. 3. . 3 Tender Assessment and Awa rd Like the procedure of selecting Main-contractors, only tenders submit by the ubmission date would be evaluated. Non-price material like method statements should be assessed independently, different methods may affect potential costs incurred by the main-contractor. The priced document will be go through checking process first, any arithmetical errors are to be notified to the tenderer and ask whether he wi ll stands by his tender price, procedures are generally same with those above described for main-contract.If it's possible, the tender prices should never be changed if the scope of works remain unchanged. (CIB, 1997) Subcontractors should then be chosen on the basis of the assessment criteria set own before issuing tender documents. The main contractor may arrange tender interview if he think it is necessary to clarify or amplify the submitted documents. Especially those preliminary items, such as provision of site office, storage, lifting equipment, insurance policy, etc. Responsibility for these items should clearly state and agree before awarding contract.Any matters agreed during the interview should be recorded in writing for further reference. If the main contractor has decided to appoint the tenderers as his subcontractors for the projects, the letter of acceptance should be sent as a formal record here. (CIB, 1997) In case the tendering process for sub-contractors start bef ore the award of main- contract and the preferred sub-contractor's tender are to be used for main tender submission, the sub-contractor should be notified so the sub-contractor can arrange his resources more efficiently.Upon the acceptance of the main contract tender, the main contractor should also accept that sub-contract tender price agreed before and notify the sub-contractor formally. Letter of acceptance should be sent to the preferred tenderers as a formal contractual record. (CIB, 1997) Conclusions Tendering procedures for main contract and sub contract has been briefly laborated in above passage. In contrast, each main contractor have its own sub- contractors list based on their specialized trade.For the tendering period, the codes suggested 8 weeks minimum for main contractors to prepare their tender for the Employer while 6 weeks minimum was suggested for sub-contractors to prepare their tender for main contractors. For numbers of tenderers, it is necessary to have sufficient numbers of tenderers to enable a fair competition. It's suggested 4-8 tenders will be enough for tendering of main contracts, depends on the value and nature of the projects. Fewer numbers of tenderers would be enough for selecting sub-contractors, 4-6 tenderers is suggested in the Codes, depends on different trades.
